Fix treesit-language-at

* lisp/treesit.el (treesit-language-at-point-function): New local
variable.
(treesit-language-at): Change to use
treesit-language-at-point-function rather than trying each parser
one-by-one.
* doc/lispref/parsing.texi (Multiple Languages): Update manual.
